Pava Mobility Tech Sector Report Q3 2026

Robotaxis – Europe’s Next Battleground

The race for Europe’s robotaxi market has begun. The legal framework for driverless Level 4 vehicles has been in place in Germany since 2021, and now practice begins: In Hamburg and the Rhine-Main region, the first robotaxis are carrying passengers with safety drivers, and in Munich, three programs are preparing to launch. In Europe, platforms and investors are locking in fleets and market access: Bolt plans about 25,000 robotaxis for Europe, and Wayve raised over $1bn in a further funding round this summer, reaching a valuation of $8.6bn.

The question is no longer whether autonomous mobility is coming, but where and with whom: In our Mobility Tech Sector Report Q3 2026, our Deep Dive shows where the race for Europe’s robotaxi market stands, who is locking in fleets and locations, and what role M&A plays.

Deep Dive Highlights

  • From Legal Framework to Practice: Since July 2026, Germany has recognized EU approval for driverless vehicles. Currently, only MOIA in Hamburg and KIRA in the Rhine-Main region carry passengers, both with safety drivers. A public commercial service without drivers is planned for Munich towards the end of 2027.
  • Munich Becomes a Robotaxi Lab: Uber with Momenta, Waymo, and Uber with Autobrains are preparing three programs. In July 2026, Momenta secured a nationwide KBA permit for Level 4 urban testing.
  • Capital Follows Scale, M&A Follows Access: Wayve raised a $1.2 billion Series D. The next M&A wave is likely to target operators and enablers with regulatory access and driving stack software providers.
